The East Bay Regional Park District is governed by a seven-member board of directors, who are publicly elected to serve four-year terms. Each Board Member represents a specific geographic area of the Park District. The District itself comprises all of Alameda and Contra Costa counties.

Whitney Dotson
Ward 1 Board Member

Mr. Dotson was elected to the Board of Directors in November 2008. A long-term resident of Parchester Village in Richmond, Dotson is a well-known community activist who served as president of his neighborhood council and now serves as Vice Chair. He also served as the Associate Director of the Neighborhood House of North Richmond, a non-profit agency which provides services to North Richmond residents and is Vice Chair of the Community Advisory Group monitoring the cleanup of Campus Bay and UC Berkeley Richmond Field Station. Prior to being elected to the board, he served as an appointed member of the Park District Park Advisory Committee.
Dotson holds a masters’ degree in Public Health Planning, Administration, and Education from UC Berkeley.
Mr. Dotson represents: Albany, Berkeley, Emeryville, El Cerrito, El Sobrante, Kensington, a portion of Oakland, a small part of Pinole, Richmond and San Pablo.
Parks in his ward include: Brooks Island, Eastshore State Park, Kennedy Grove, Miller/Knox, Point Isabel, Point Pinole, Sobrante Ridge, Tilden, and Wildcat Canyon.
John Sutter

First elected to the Board of Directors in 1996, Mr. Sutter was re-elected in 2000, 2004 and 2008. Mr. Sutter previously served as Oakland Vice Mayor, Oakland City Council member (elected three terms), Deputy District Attorney, and 14 years as an Alameda County Superior Court Judge. He has previously held the office of President, People for Open Space (now Greenbelt Alliance), and has served on the boards of the San Francisco Bay Conservation and Development Commission (BCDC), Association of Bay Area Governments (ABAG), Sierra Club (local group), YMCA, OCCUR, Oakland Shoreline Committee, BART Trails Committee, Oakland Arts Council and the Oakland Cultural Affairs Commission. Mr. Sutter is a Graduate of Oakland High School, Harvard and Stanford Law School. Mr. Sutter, an Oakland resident, is married and has three children.
John Sutter represents: most of Oakland, Piedmont, Canyon, Moraga, Orinda, Orinda Village, Rheem Valley, Lafayette, and Rossmoor.

Carol Severin

Elected to the Board of Directors in November, 1994 and re-elected in 1998, 2002, and 2006, Mrs. Severin has received Undergraduate and Graduate degrees in Recreation, and recently retired as a tenured Associate Professor at San Francisco State University. Mrs. Severin previously served for 14 years as a Board Member of the Hayward Area Recreation and Park District. She has held statewide positions with the California Association of Recreation and Park Districts and is currently on the Board of Directors of that organization. Mrs. Severin has been a Board Member of California Special Districts Association, and Treasurer and District Director of the California Park and Recreation Society, and has been the recipient of the prestigious Pugsley Award. Mrs. Severin is married, and is a resident of Castro Valley.
Carol Severin represents: Castro Valley, Hayward, Union City, and a portion of Fremont.

Doug Siden

First elected to the Board of Directors in November, 1992, Mr. Siden was re-elected in 1996 and in 2000, 2004 and 2008. Prior to his retirement in 1999, he was Executive Director of a successful program to provide environmental education and recreational experiences to youth, children, families and adults for over 20 years. Mr. Siden holds a Bachelor of Arts and a Masters Degree. He also received an honorary Doctorate of Humane Letters from the American Baptist Seminary of the West for his leadership. His community service includes being president of the Alameda County Chapter of the California Special Districts Association, past chair of the Martin Luther King, Jr. Freedom Center in Oakland, vice chair of the Waterfront Action, and chair of the Alameda Rotary Club’s Community Grants Committee. Previously he served as advisory commissioner for the Golden Gate National Recreation Area and the Point Reyes National Seashore. Mr. Siden, a resident of Alameda, is married with two children.
Doug Siden represents: Alameda, a portion of Oakland, San Leandro, and San Lorenzo.

Ayn Wieskamp

First elected to the Board of Directors in 1998, Mrs. Wieskamp was re-elected in 2002 and 2006. Immediately prior to her being elected to the Park District Board, she served as a Councilmember for the City of Livermore for 18 years. Mrs. Wieskamp has also served as a Director of the Livermore Area Recreation and Park District, and the Alameda County Recycling Board. She has also taught in public schools, and currently teaches recreation classes. Mrs. Wieskamp received the 1998 California Association of Recreation and Park Districts Special Award for her development of special family events, and efforts to expand open space and trails. Mrs. Wieskamp is married and a resident of Livermore.

Beverly Lane

Beverly Lane is a Director of the East Bay Regional Park District and has an extensive record of public service. She, her husband Jim and three sons moved to Danville in 1973.
Beverly has been active politically in support of the environment since she first walked door to door in Sacramento urging voters to support the proposed California Coastal Commission. She served on the Danville Town Council from 1982 to 1993, was mayor three times, chaired the Central Contra Costa Transit Authority in 1988 and was president of California Elected Women in 1992-93.
Elected to the EBRPD Board of Directors in 1994, she has led efforts to establish the Iron Horse Regional Trail, the Calaveras Ridge Trail and Sycamore Valley Open Space Park. She is particularly interested in preserving cultural resources in the regional parks. In 2008-9 she served on the Community Advisory Committee reviewing reuse plans for the Concord Naval Weapons Station where a 2500 acre regional park is planned.
As a Regional Park Director she has focused on expanding and promoting use of regional parks and trails in the East Bay. This year she is encouraging people to try new trails and walk for health. The Park District covers Alameda and Contra Costa Counties in the East San Francisco Bay, runs 65 parks and covers 100,000 acres.
As a local historian, she is a published author, columnist and curator of the Museum of the San Ramon Valley. She was the founding president of the Museum of the San Ramon Valley and is currently president of the Contra Costa County Historical Society. Her most recent book is “Vintage Danville, 150 Years of Memories.”
Her work has been recognized with these awards: San Ramon Valley Chamber of Commerce Citizen of the Year two times, The Mountain Star award for environmental leadership from Save Mount Diablo, the Open Gate award from the Eugene O’Neill Foundation, and this year’s Award for Distinguished Leadership from the Association of Bay Area Governments.
Ted Radke

First elected to the Board of Directors in 1978, Mr. Radke has been reelected seven times to serve on the Board for 28 consecutive years. He previously served as Board President in 1986, 1987, 1995 and 2003. He received his Master's Degree in Social Science from California State University at San Francisco in 1969 and before retiring in 2004 was a political science professor at Contra Costa Community College. He has served as an academic consultant to the State of California Commission on Peace Officers Standards and Training, Command College, Center for leadership Development. Mr. Radke is co-founder of Contra Costa Ecology Action and Eco-info. Prior to his election to the Park District Board, Mr. Radke served on the Martinez City Council and on the Association of Bay Area Governments. Mr. Radke, a resident of Martinez, is married and has three children.
Ted Radke represents: Antioch, Bay Point, Bethel Island, Brentwood, Byron, Clyde, Crockett, Discovery Bay, Hercules, Martinez, Muir, Nevada Dock, Oakley, Oleum, Pacheco, the majority of Pinole, Pittsburg, Port Costa, Rodeo, Selby, and Tormey.
Parks in his ward include: Antioch/Oakley Shoreline, Bay Point, Big Break, Black Diamond Mines, the northwestern portion of Briones, Browns Island, Carquinez Strait Shoreline, Contra Loma, Crockett Hills, Martinez Shoreline, San Pablo Bay, Waterbird Preserve/McNabney Marsh, and Vasco Caves.
Pat O'Brien

Pat O'Brien has been General Manager of the Regional Park District since 1988. Prior to joining the East Bay Regional Park District, Mr. O'Brien was General Manager of Southgate Recreation and Park District in Sacramento, California from 1980-1988 managing that District's urban and rural parkland areas in Sacramento County. In addition he served as Southgate's Superintendent of Recreation from 1974-1980. During his tenure Pat O'Brien has increased the Regional Park District by 30%, doubling the size of 12 parks and increasing the parks from 48 to 65 adding 100 miles of new trails in the process through his abilities to partner with many groups and agencies.
Mr. O'Brien is adept at forging relationships with various local state, county, city, and non-profit and educational agencies to expand the District while minimizing the financial and maximizing the positive impact upon the taxpayers. Pat O'Brien has won awards and accolades too numerous to mention in full, some notable achievements include receiving the prestigious Pugsley Award and the renaming of the California Park and Recreation Society Legislative award to the "Pat O'Brien" Legislative Award. Mr. O'Brien has shown his legislative skills, including the passage of Prop 12: California State Park Bond Act in 1999 and numerous other park and senior related legislative efforts. He holds a Master's Degree in Linguistic Philosophy and a Bachelor's Degree in Philosophy and Recreation Administration from San Francisco State University. Mr. O'Brien is an avid water sports enthusiast.
